Contracts Administrator


Responsible for solicitation and contracting for a wide variety of routine and complex agreements related to goods, services, construction, concessions, releases, and various leases.


This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the department.

  • Drafts, reviews, interprets, negotiates, and administers the execution of agreements, amendments, extensions, releases, and solicitations in support of a variety of business transactions assuring that all are prepared and administered in conformance with local, state, and federal requirements and internal policies.
  • Advises on the administration of contracts including proper execution, extensions, amendments, compliance with terms, resolving disputes, and statutory and policy compliance. Recommends proactive measures to ensure proper contract compliance and performance.
  • Reviews, prepares, and maintains standard agreement and solicitation documents including boilerplate/templates applicable to routine and complex contracts and leases.
  • Prepares, reviews, and analyzes engagements and determines appropriate method of procurement and contracting. Identifies potential risks in contracts and solicitations and coordinates with relevant stakeholders for appropriate risk mitigation solutions.
  • Responsible for facilitating, and monitoring compliance with, the complete procurement process through award and approval for assigned solicitations including preparing and releasing the final solicitation, preparing and leading pre-solicitation meetings/site visits, facilitating questions and answers, reviewing submissions, facilitating evaluation, conducting pre-award conferences, and assisting staff to complete justification for approval.
  • Provides guidance regarding the policies and procedures relative to contract and solicitation processes.
  • Prepares and maintains various reports for contracts, solicitations, and regulatory records as required.
  • Coordinates with legal counsel for document review and legal opinions.
  • Serves as backup for buying activities consisting of: processing requisitions; supplier negotiation; review quotes; selecting suppliers; issuing purchase orders; and, resolving supplier issues.
  • Responsible for all contract management activities in KCAB Policy 1014, Contract Management.
  • Research, analyze, and draw conclusions related to all federal, state, and local rules and regulations and their applicability to contracts and solicitations.
  • Performs other duties of a similar nature and level as assigned.


Bachelor’s degree in a related field to the area of assignment and five years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.


  • Maintain Security Identification Display Area (SIDA) clearance.


  • Contract management;
  • Procurement policies and procedures;
  • Federal, state, and local laws and regulations governing public procurement and contracting;
  • DOT, FAA and DBE regulations and reporting.


  • Clearly and effectively communicating, negotiating and advocating, both orally and in writing;
  • Demonstrated skill in drafting, negotiating, and administering contracts;
  • Use of a variety of computer-based technologies including word processing and spreadsheets.
  • Establishing and maintaining effective, fair, cooperative, collaborative and respectful relationships with internal and external colleagues, peers, work teams and workgroups;
  • Demonstrated skill in use of independent judgment;
  • Demonstrated skill in team leadership.


Positions in this class typically require: standing, walking, talking, hearing, seeing and repetitive motions.

Sedentary Work: exerting up to 10 pounds of force occasionally, and/or negligible amount of force frequently, or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
